I am not entirely positive about this becasue I am too lazy to go look it up right now, but I think all of the banking requirements, etc are in the Sao Tome Oil Revenue Management Law,, not in the JDA Treaty. I don't recall anything in the Treaty about exactly how funds are to be hadled. So IF I am correct in my recollection, the transparency law has not been violated. The JDA needs to turn the funds over to Sao Tome, then they have to abide by their own transparency law.
