SH, if CVX, et al, sent the check directly to the JDA, made payable to same, they would have no control over where the JDA deposited the check. By the same token, if it were done electronically, the payee (JDA) provides the coordinates, thus determining the receiving bank. The transparency issues rest solely on the JDA, as directed by Nigeria and Sao Tome members. It is a shame they couldn't even get the FIRST transaction done without violating the agreed transparency provisions.
