Olddog: Couple of interesting tidbits surfaced as a result of your ICC url. On April 22, 2005, the President of Finland was visited by the ICC Secretary General in Helsinki. Of course, March 31st saw the forwarding of the draft to Paris, thereby preceding the visit by 3 weeks.
And, the ICC's white paper published early 2005 "Current and Emerging Intellectual Property Issues for Business", thanks contributors for this document. One contributor was Urho Ilmonen, Nokia, Finland.
While I do not make anything of this, I file it for possible future revisiting, if appropriate.

Note the word "monitored". We know they get periodic reports, but the question concerning actual "decisions" was answered quite specifically by the NY office.

I may call Paris next week so we can put this to bed.
