One simple reply, the only kind I can give, is that it leaves lots of room for forward splits.

I have been reading lots of posts that try to imply much more from these financial transactions than I believe is warranted.

I tell you what bodes badly for long term investors, poorly managed companies with lousy products they can't sell. None of those seem applicable to GTEL, imo.

How else will they be able to sell to the institutions and funds if they don't create shares for them to buy? Am I missing something or is that how it actually works?
