Thank you Alyssa for the relevant and informative post. It's something that has been lacking here for quite some time. I realized (or assumed) that a new rule had gone into effect by just seeing the change in the way the bid/ask were posted, but some people want to argue every minutia to cloud the real issues. Some just can't see the forest for the trees!

Any stock that is NOT an NMS (National Market System) stock under FINRA is an "OTC Equity Security, i.e., non-NMS stocks such as OTCBB securities, Pink Sheets securities, ADRs, Canadian issues, foreign securities, non-exchange listed DPP securities, and Restricted Equity Securities."

FINRA Rule series 6620 and 7300 apply to this group, "OTC Equity Securities."

TY for clearing it up: 6620 & 7300 apply to Pinksheets, but nowhere does it say 6460 applies to pinksheets
