Correction: Anyone can get the right to host a website, but not anyone can host a website. One has to be able to provide space on a server they own or lease for use by their clients as well as providing Internet connectivity, to host a website.
This presents two problems: 1) One must own or lease a server that they can use for this service, and 2) One must have the technical skills to set this up and manage it for their clients. Nazir has neither.
