When large corporations are on the prowl, the finance staff generally prepares a substantial file on the target, and makes a recommendation.

QCOM may or may not have contacted KOP with a $35/$50 offer in 2001. But I am not implying that they have a standing offer on the table.

As long as the target is still on the radar screen, the staff keeps the file reasonably current, in case management wants a quick update.

While QCOM might want IDCC's IPR, I believe the same thing is going on at Nokia, but for financial reasons, rather than IPR.
