Actually, it's not a confusion problem. it is a problem of some folk distorting the meaning, possibly intentionally.

For example, here is the text that the DTC used for a global lock notification:

"Be advised that effective August 11, 2005, DTC has suspended all services, except Custody services, for the below referenced issue."

Notice the words, "suspended all services".

Here is what the DTC had to say about RCCH's chill:

"Please be advised that effective close of business January 21, 2010, NSCC has exited positions from the Continuous Net Settlement System (CNS) in the following CUSIP’s and future trades will be designated trade for trade. "

Notice the obvious difference? In the RCCH notice, there is no suspension of all service, only the CNS service. Hence with RCCH it is a chill, not a global lock.

"Global lock" it is used loosely by many people at brokerages and here etc. So if we try to pin it down it only causes confusion.

ThSeeker, lest we forget...no brokerages would allow online buying without a call in...xcept for that short period where Newton miraculously got TD to allow it for a short time. How did he do that? I wonder what they received? I wonder if it was "opinion-letter sized". Still wondering how I was able to acquire shares in early 2008...as I am not "the" single accredited investor listed on the REGDEX registration statement filed in late '07.
