It is a semantic problem "Global lock" it is used loosely by many people at brokerages and here etc. So if we try to pin it down it only causes confusion. Bottom line is DTCC will not clear RCCH for anyone who uses their services. PERIOD. Beyond that each brokerage decides how they want to handle RCCH. So whether you call that scenario a lock or something else does not matter along as whatever it is call end up meaning what I just said. "no clearing services by DTC". Each brokerage needs to tell us how they will handle RCCH. But I think if DTC was handling it normally then the brokerages would do so also. IMO
It is easy to figure out what you believe. The difficulty lies in determining - is what you believe the truth.
