Actually, CDOI has a history of diluting to no bid, then huge reverse splits. Happened quite a few times now in the last few years. Wash rinse repeat, new impossible dreams dashed bagholders each time. One of the scummiest CEO's in the OTC biz runs it. Dilution machines such as CDOI, ZIPZ, etc have no trader credibility anymore.
Gltu on it, who knows, perhaps the printing press will mess up and it'll have a few hours to make run before the paper selling resumes. Could happen :)
