That could be the case palms, but also could be multiple other alternatives, like lacking the resources to do it, since they have tons of irregularities to keep their eye on, and a lot of them more 'important' than the CPOW one.
Or maybe they did start an investigation, but we never knew, since probably the ones who created the pump could've been smart enough to cover their tracks, so in that case, the BCSC not finding enough solid evidence to prosecute, let them go.
Anyway, if Mr. Shenher would've had a hand on that, I think they wouldn't have revoked the halt orders. We'll never know for sure, but that piece doesn't fit anywhere on the puzzle that I'm seeing. I could be wrong, but that's my feeling based on the limited info we have so far.
