Siforus, the last I checked the AS was on February 23 and it was still 2.5 billion so the answer to your question is yes...the increase happened since then.

Anyone wanting to make a $20 "donation" to Delaware SOS (as you had done) can get more detailed info including the exact date on which the increase occurred.
