No it does not mean that. The doses were not even administered via the same route, much less found to be equivalent somehow and then given in a 10 to 1 ratio.

This statement is inaccurate. Effectiveness of a drug is only partially related to its molar quantity. In case of flucide, its mechanism of action is very different from tamiflu, so the 10 x claimed difference in efficiency is likely not due to the use of a 1/10th lower dose of flucide.
