Yes, they need a pilot cGMP facility. The company claimed they sold stock two years ago to build one. Remember?

This statement is inaccurate. Effectiveness of a drug is only partially related to its molar quantity. In case of flucide, its mechanism of action is very different from tamiflu, so the 10 x claimed difference in efficiency is likely not due to the use of a 1/10th lower dose of flucide.
