Hi captain, Yes, NOK did that. they tested a phone that tranfers back when 3G is unavail. It works great. You know what it did? It went back to gprs, and did the conversation (actually a multimedia call) in gprs. That whole episode took place not in 3g. They have giant problems in 3G in Euro.
What you mentioned about the insufficient number of base stations (essentially they have to double up on the number), is another problem yet.
