I believe what she is doing is letting the lawyers do their jobs doing all the heavy lifting so to speak she is playing with them she knows she can't approve this crappy plan she never intended to approve it and she is not going to approve the next one. If you are one of those people who believe this is not going to trail sorry becouse that's what she is gift wraping for the 3rd circuit now you get it ..... IMO
