There have been a couple of reports. One that it was shown that way to allow viewers to see all facets of the strat. Inside and out. I think the bothersome part (IMO) is that the letter from March 15th at www.globetel.net/about/letter.html in paragraph 9, second sentence says...
"The airship will be complete with all systems needed to fly."
If that is the case then an explaination from Globetel IS warranted in my opinion.
At any rate this is still momentus and this investment should be a long one. Delays happen all the time.
