Why is it so difficult to get the share structure correct?

I can't swear to it but I've seen BCE Inc. used in reference to BioCentric Energy Inc. which existed as a private company before BEHL. The three companies under Behl were allowed to go dormant with all business being done thru Behl per the last legit filing in 2010 and now two of them are active in this latest filing.
