My guess is Martinelli doesn't want to inflame the issue or play into the hands of the PRD. The PRD most likely would have wanted him to come into the protests with guns blazing, kill a bunch of Indians and get the general population up in arms. I think to this point he's been very smart to show restraint. I would think he's going to root out the trouble-makers and get them in time, but in the short run let the dust settle with the mining law passing.
Riot police just opened the Pacora bridge with tear gas and rubber bullets and arrested the indian/activist leaders. They hesitated for a couple of days until the public clamored for them to act and now they will control them firmly. New law gets you two years in jail at hard labor for blocking major highway. Five down and probably a couple of hundred to go. They will try to clean all of this up before the end of the month and Carnivales.
