Forgive my ignorance, but if OLMP (or anyone) has shares left from Dutchess, why would they be interested in keeping the price down?

I get the idea of manipulation in general, but I don't really understand what someone would have to gain on this stock at this point.

Is the assertion that there is still some party (or more than one) who is very short and needs to keep the stock from going higher?

I'm having a hard time picturing that and am looking to better understand the situation.
