A lot will depend on how the governments penalize the polluters and how and why carbon credits would be issued. Algae oil doesn't actually sequester carbon except on a temporary basis. You burn it right back up. Of course, the tailings would be mainly cellulose, and those do sequester carbon. Which brings us to the question of where do you pile the tailings? The higher you pile them, the more likely it becomes that they will spontaneously combust, just like a pile of sawdust.

Unlikely that the government will paying for the hope of sequestration. You actually have to sequester it.
