Perhaps harm is harsh term, but "harm" here refers to loss of confidence by potential investors, people who are waiting for facts before jumping in here. Their money is or may go elsewhere if wait becomes too long. JMO My money is already in play here, but I feel potential investors will lose interest when delay extends.

Edit: Momentum helps any movement, delay translates into a loss of momentum. The news in October and November drew a lot of attention. People have lost interest largely due to delays in facts coming out. Just look at daily volume history if you doubt this.
