You are right about the building of the equipment. I am a retired production machinery builder. And have worked with some water treatment system's that would be a very similar process as the dry stack system, if not the same. We called it caking. It's not that complicated.
The way I see it, that is the way to do it to be environmentally responsible. This will work out for the better.
It will take some time and cost some money, But so would fixing the ponds.
I would think the DRMS will go for the dry stack system as well.
