Whether Wave is implicated in Sandy Bridge is going to be speculative until a PR announces such a relationship (and what a PR that would be!!!!).
But the key to this investment is the MAINSTREAMING of activated TPMs....otherwise the risk of a protracted slog remains high. The enterprise and governmental sectors don't appear to be eagerly jumping on the Trusted Computing bandwagon. On the other hand, mainstreaming already activated TPMs to the consumer will create a "group think" mentality to all sectors outside of the consumer realm. Trusted computing is not a niche option; it has to be embraced by pretty by all to make it happen.
