Of course it was staged. It's not at all uncommon for pink scam fraudsters to file for building permits, zoning changes, and feed local media non-sense about building factories, etc. and employing people.

It cost little or nothing to make these kind of filings, and helps create the buzz that there is something "real" behind the scam.
