The paid promoters they are referring to is websites. The company hired a ton of websites to promote this year, as detailed in the link in the prior post. It appears the hiring of them was legal, but the reason for their hiring was not. (so the CEO could dump shares and lie about it)

C. Gillispie Uses Promoters to Manipulate AEHI Trading Volume and Stock Price

16. Soon after AEHI became a public company in 2006, Gillispie engaged the services of stock promoters to find prospective investors for AEHI and to manipulate AEHl's stock price. Gillispie offered promoters AEHI stock in exchange for their efforts. Gillispie coached promoters on how to manipulate AEHl's stock price, instructing them to buy at the end of certain trading days to increase artificially the stock's price and trading volume.

17. In 2009, Gillispie became frustrated with some promoters he retained because they were not buying enough AEHI stock to manipulate sufficiently AHEl's stock price. Gillispie accused them of lying about whether they had bought AEHI stock at high prices as he instructed. Gillispie also instructed them to buy larger increments of stock in order to affect the price. He tried to incentivize the promoters to manipulate the stock more aggressively by offering them additional AEHI stock if they could get the stock price up to specific targets and keep the price there for a specified period of time. Gillispie encouraged further price manipulation in advance of meetings with wealthy potential investors in order to make the investment appear more attractive.

Glendale University[1] or Glenndale University is an unaccredited[2] online supplier of academic degrees. It was founded in 1997.

In a 2006 New York Times article, reporter Christine Lagoria reported that she had contacted Glenndale University in response to an e-mail offering a diploma for $500. She was informed that the degree was "a non-accredited degree and cannot be used for transferring credits to another institution of higher learning", but was also assured that it could be used for business or professional pursuits. She was then told that she would "receive, within 7 to 10 business days, a bachelor's degree, an M.B.A., a master's degree or even a Ph.D." along with a 3-year or 4-year transcript.[2]

Lagoria documented the following conversation with Glenndale's representative:

Q. You don't have any classes, even online?
A. No, but our Web site makes it look like we do.
Q. One thing that jobs I've applied for have wanted is letters of recommendation.
A. The diploma comes with two letters of recommendation.
Q. Say I want an English degree, would English professors write the letters?
A. I believe so. We have the recommendation letters custom-made for you.
Q. You said someone could pick their grade point, too? What's the highest?
A. It's 3.8 to be summa cum laude. You already have a bachelor's degree, right? I think we should give you the 3.8.[2]
