Dial was a consummate con man. His downfall was that he was pretty much a stationery target. He wouldn't change his name and move on.
Most of these pink con artists are vulnerable for the same reason. IMO there is a kind of SEC pink sheet lottery. A lottery where you lose if the SEC draws your name. For now it looks like Dial has lost.
