You are correct. She has to rule based on the record put before her by the parties, not the examiner. I believe she knows the examiner was a total waste of time and resources. She is going to rely on her own thinking in making her rulings imho and not be influenced by the examiner's whitewash. She is going to do her best to push the parties to settlement so she doesn't have to rule imho. We are near the end.
