Fullmon, interesting, but irrelevant. The very nature of Internet routing (BGP, IS-IS) makes this a fairly common event. Let's be clear to distinguish " clear text" from encrypted data however.

AES along with CBC, when properly implemented makes modification or " man in the middle " attacks implausible.

Eavesdropping, *is* possible, although with an extremely challenging latentcy issue.

I sincerely doubt that it's standard practice for the DoD to be passing sensitive strategic data over a non - secure platform such as the Internet. ( in either clear text or in encrypted format ).

So in the C.I.A. model of Confidentiality, Integrity and Availability, only confidentialality is in question and given the context of the type of data exchanged. It's not something that's unexpected or that should raise a huge concern.

Makes for a great story though!
