I don't think O.T. Hill would invest by buying common stock if they thought it would have a negative effect on future share price.

What do they have to gain by doing that?

Besides, when a company has 1 billion shares outstanding with such a low share price another 1 or 2 billion shares wouldn't make a big difference, if they can put their business plan in place and create profitability.

The key test will be if they can get back to the penny range.

If they can do that then they have a good chance to move forward in a big way.
