A lack of action is not sufficient reason to promote the fallacy that a specific eventuality is or isn't true. In-action and no information is nothing, neither true nor false, action either positive for shareholders or detrimental for shareholders is required to form a scientific and accurate assessment as to the good or bad of any of their PR's. For example, the dividend PR, they failed that because they acted negatively. Right now, there is only supposition regarding many of the things you falsely propose to be factual conclusions.
