Have you used Iobit360 before to optimize the system?? I'm pretty sure I have read posts here that weren't all that favorable about the 360 Iobit. In optimizing your system it can change settings that will present issues just like you described. When it "optimized" your system it probably raised security settings higher then they need to be and that could prevent you from being able to access some pages.
I've used optimizers before and for me, they seem to create more issues than they resolve so I stay away from them. I run Glary's every day and never have problems from it, and the computer performance is just fine. It cleans up any registry errors, which is never many, and frees up disk space mainly caused from temporary internet files. It looks for start up problems but rarely ever finds anything except for maybe the very first time you run it. It takes about two minutes and your done.
