Comcast is available in the Washington, DC area. I have Comcast service in Silver Spring, Maryland which is in Montgomery County, Maryland next to DC.
RCN is one of the carriers in the city of Washington, DC but RCN is not yet available in Maryland but has announced that it will be expanding into Maryland soon.

The "Washington" they are currently referring to is Washington State, not the Distict of Columbia.
