Bob: Sorry, I am unable to clarify. I am not familiar with Colorado laws and when I tried to Google it I was not able to open the files necessary. I do not have a computer and use MSN to access the internet and communicate with Children and grandchildren. MSN has file restrictions. We will have to depend on someone else to research this.
