I have posted DD with links regarding Dividends and Forward Splits. People who buy prior to the Ex-Dividend date get the shares. The Ex-Dividend date rules not the Record Date.
FINRA decides what the Ex-Dividend date will be once they approve the split. The Ex-Dividend date will always be a date that comes after the approval. Therefore anyone that sells their stock before the Ex-Dividend date will not get the shares. Only people that actually own shares on or after the Ex-Dividend get shares.
