I like the security of Cimbal's system, but they will have some difficulty trying to sell yet another payment system to retailers.
This doesn't involve a clearinghouse like Neustar. Cimbal acts as a broker between the customer and credit card processor. The interesting twist is the broker would normally be between the retailer and credit card processor.
Downside is this is a slow process that is dependent on a communication link that retailers don't control. IT will have an issue with that.
Could work with the right retailer but I don't see if for high volume like grocery, pharmacy or big box.
