Nope, that doesn't wash. You have 30 days to register a change with the FAA. Any operation conducted after those 30 days is a violation. Every single flight on which he has acted as PIC or as an instructor on since 30 days after he moved to Florida is a violation.

The FAA revokes (not suspends) licenses for that. The feds take that rule very, very seriously in our unfortunate post 9/11 industry.
