ams. High legal fees caused by Nokia are an excellent reason to raise the licensing fees, particularly to latecomers. MFL should be reserved for licensees that pay as the IPR is used. I would love to see heavy late surcharges for Nokia, Samsung, Motorola, and even S-E if they don't license 3G soon. Give a competitive advantage to NEC, Sharp, and the other companies that pay on time. Is this possible? Any experts out there?
