tough queesiton, when you trade these speculaive plays the risk reward is high, I would never advise anyone ot put a single dollar in they can't afford to lose

There will always be shorting on a stock. Always. Shorts are created by people that are betting that the price will go down and they are created when there are not enough shares available at the brokerage so the brokerage BORROWS shares in order to fill orders. The best thing to do is just be smart and buy stocks that appear to be trading normally near their 52 week low. If they are already low it is unlikely a short will take the risk of the stock running up and will avoid it.
