For Power Poles, Tensile strength is more important

The poles have to be able to bend in strong winds and under the heavy loads produced by blizzards and ice storms. Poles in the middle of fields have a lot less chance of being impacted by anything.

Impact strength is more important for poles close to roads. If the poles are used as light standards then I can see that being a major issue.
This is one of the reasons that Resin Systems decided to make it's poles sectional. When impacted by motor vehicles they would break off at the section's tip which lessens the damage to the vehicle as well as the severity of injury to the occupants.

dizz - re your comment "any upgrade in the grid will necessarily include pole replacement" -- is it not true that the main advantage of CTC product is it does not require replacement of poles or towers. If the transmission system is on wood poles and the poles were deteriorated to the point they need replacement your comment would be true. There are many transmission lines on wood structures that are 40-50 years old that still have many years of life in them.

I think I have a response to this that most people will like. According to some leading analysts, improving the national grid will not be that expensive to the government. Probably less than most people realize. The incentives will be very friendly to the federal budget and cost taxpayers little to nothing.

Believe me, I've made that argument a thousand times, but the truth is that Iraq is a drop in the ocean of red ink that we already have. The answer to your question is simple. We will borrow and borrow and borrow and borrow. We will borrow until that inevitable day when we can't borrow anymore because there will be no one left willing to loan. And, until that day comes....we will borrow. And, when that day comes, I hope I'm not only already dead, but that my ashes have been spread. That's they only way the next generation won't be able to get to me!
