Len, Dizz. OT. I don't where anyone would get the idea that tax money is going to pay for grid upgrade? Yes, government regulated as it is, it's still in the hands of private electric companies to decide whether or not they will spend their money on grid updating. Up until now they are totally rebelling at the idea of spending money on upgrade, all the government can do is create legislation that will push them into it, so I don't get this idea of pushing the cost of it on the President.
