Pillay at the time planned what amounted to a reverse split back in 2008 with the divy/spinoff scam but even after issuing 2008 financials it didnt happen. I thought for sure they would RS in early 2009 after those were out. Something got in the way. The SEC perhaps? Cant think of any reason to delay a RS or an equivalent maneuver unless they are being prevented from doing it. Or maybe the low level Dominion of Melchizedek operatives who were running this scam went underground - the authorities have been hounding Pedley and Gamboa for the last year.
