Building permits - structural, electrical, plumping and others as may be required, including simple air permits, are routine unless a variance is requested.

Building permits usually require a final inspection. Again, these are routine unless the inspector finds deviations from the revelant code(s).

New buildings or additions to existing buildings often require a Certificate of Occupancy (CO) before the premises can be occupied or put into use. Again, these are routine as long as no code exceptions are discovered.

not true. In these posts about permits people are forgetting about the Civil engineering aspects of this. I have worked on several large industrial jobs involving process equipment, and in each one the civil aspect was one of the most important and up-front. Any vessel requires a concrete base. Any serious equipment or structure requires that things like soils analysis and potentially seismic analysis be done to ensure that there will not be any future problems. If you are going to add in serious equipment like this P2O machine you may as well build a new building.
