not true. In these posts about permits people are forgetting about the Civil engineering aspects of this. I have worked on several large industrial jobs involving process equipment, and in each one the civil aspect was one of the most important and up-front. Any vessel requires a concrete base. Any serious equipment or structure requires that things like soils analysis and potentially seismic analysis be done to ensure that there will not be any future problems. If you are going to add in serious equipment like this P2O machine you may as well build a new building.
