Well, my optimism (such as it is) stems from the fact that Salazar might have said, “The judge threw out my original order, so the 6-month clock for the moratorium starts on July 12.” That he didn’t do this suggests that political opposition to the ban is having a small but measurable effect.

By the way, Nov 30 happens to be the official end of the hurricane season in the GoM. Perhaps Salazar will try justify the Nov 30 date for ending the moratorium by telling us that it’s too risky to drill in deep water when there might be a hurricane.
