Mooch - not avoiding you but your detatiled post is true theoretically. However, a lightly traded stock like I3 is easily manipulated by the market maker. They see what we don't. If there are orders to sell or buy on L2 they can use one against the other for matching. Likewise if the MM needs to fill or would like to create a stir he can sell into the bid and lower the pps and trading will continue at a lower level. On the other side of this coin is for the MM to buy all the offer prices and have the pps rise.
