Offshore can short. Canada can short. Europe can short. Asia can short. South America can short. Africa can short. I think you can short if you put up a certain amount of collateral...JMO. Someone can correct me if I'm wrong.

I think technically only MM's can legally short an non-margin-able security. But there are always other ways when doing it from another country. Canada can short our penny stocks as well as many others.
