I agree with you on this being the mms but there is definitely a short here but I dont think they are covering yet. MMs want shares so they can be ready for the run cause they know how quick they will be able to move this and it will be justifable when they do it.

You can short penny stocks through interactive brokers and it doesn't matter what the price is.
