OK here's some technicals and fundamentals to back up my theory:

MA's (both long and short) are about to crossover forming a so called "golden cross" (see chart below).

Golden cross is a reliable indicator of a bullish trend:

RSI is about to touch 30's level which is a good indicator of the stock being oversold and is telling me VCTY is bound for a trend reversal.

Coupled with a PR with some substance to it (i.e HUGE China merger pending) VCTY could pop up any time soon.
