Really depends on the nature of the changes ... If major FET/device changes
are needed (say to improve IDsat or Vt rolloff), then not only does the FET
development work need to be done but also a re-qualification of the device (HCI, GOI, Vt stability, ...).
I have heard that AMD is also starting to process material without LowK
for the backend dielectric. This also would require re-qualification of
EM, SM, HTOL, packaging quals, ... As you can see, many months are needed
to make a major process change. This could explain the very large slips
in schedule for AMD.
