When Doc first designed the plant, he designed it to be able to operate at a much larger capacity than it is now. He knew that getting the permits would be a one-time opportunity, so better to build it bigger than necessary at first. That has turned out to be a smart move, as regulatory agencies both local and national have made getting permits like his almost impossible. They are currently running at one shift, but the plant is capable of handling three shifts. Doc could see the future need for three shifts.

To answer Fed's question as to why fertilizer wasn't mass produced during the rainy season in preparation for the growing season, it's back to the same issue: $$$$$. Production of the fertilizer makes the money to buy more raw materials. Loan Doc a million bucks and he'll make all the fertilizer you can stand. LOL. C'mon, Fed, break that piggy bank open!
